You may want to look into getting that professionally pleated, but not every place offers it.
I have ironed cellophane for clear origami ornaments without any problems. I think a really low iron with a pressing cloth would work just fine. If you call a local high end fabric store they should be able to verify my advice, hopefully.
Yes, a drycleaners (laundry service) will permanently press it for you. You might have to ring round a few places to find one though.
A cheap way to make the look of a pleat in tulle might be to pintuck and press 1/8″ or 1/4″ tucks, however far apart you want to make it look right. Or, you could use a pintuck foot to make small tucks with a double needle.
