I think that is bias binding made into a cord and fashioned into loops, swirls, etc. I do not know what it is called, but on Pattern Review, there is an article posted about vintage techniques/fashions and it shows something like that. I have a few old 40’s sewing booklets and one from the 20’s. I will look to see if that is shown and if so, will post to your blog.
I’d call it rouleau work, but there is almost nothing on Google when I search for that to confirm it.
Melynda, I think you may have been writing about me regarding the pattern. How sweet of you to offer. However, I did finally find a copy of the pattern in my size. Unfortunately, I just haven’t found the right fabric for it and haven’t sewn it up yet. But when I do I will definitely post about it here. Thanks!

it is called Rouleau and I have a technique for it in a book called "Fine Embellishment techniques: Classic Details for Today's Clothing" by Jane Conlon.
